Ādaži Municipality Proposes Stricter Dog Leash Rules
The Ādaži municipality has drafted amendments to local regulations requiring dogs to be on a leash in public areas such as parks, playgrounds, streets, and apartment courtyards, with exceptions for forests and designated training areas.

The Ādaži municipal council is advancing amendments to binding regulations that would tighten control over dogs in public spaces. Under the proposal, dogs would have to be kept on a leash in all publicly accessible areas, including parks, children's playgrounds, sports fields, school grounds, streets, and yards of apartment buildings.
Off-leash access would only be allowed in forests, outside populated areas, and in specialized training or walking areas, provided the owner maintains constant and full control. However, if any other person objects, the dog must be leashed even in these locations.
A separate exception is made for hunting dogs, which may be off-leash only during announced hunts.
The amendments still need to be adopted at a meeting of the Ādaži municipal council. Public consultation is currently underway until July 29, during which residents can express their opinions on the proposed changes.
