Latvian national airline airBaltic has developed a new strategy and business plan, which will be presented to the government in the coming weeks. The document aims to base the company's operations on sustainable commercial principles and reduce dependence on state funding.

Latvia's national airline airBaltic has completed the development of a new business plan and strategy, which is expected to be presented to the government in the coming weeks. This was confirmed by information from the Ministry of Transport (SM).
On November 20, 2025, the ministry sent a shareholder expectation letter to airBaltic, clarifying the company's strategic goals. The letter emphasized that the airline's operations must be based on sustainable commercial principles, ensuring profitable core operations, adequate capital provision, and the ability to develop long-term without regular state financial involvement.
To meet these requirements, airBaltic's management, in cooperation with international aviation consultants Seabury and under the supervision of the board, has developed a completely new strategy and business plan. The document aims to ensure long-term competitiveness and sustainability, restore profitability, improve financial indicators, and create conditions for raising additional capital in the future. The shareholder expects the plan to provide a clear vision for airBaltic's return to sustainable growth.
On December 16, 2025, the SM established an airBaltic monitoring working group. Its task is to regularly evaluate the company's performance, monitor the implementation of the business plan after approval, and oversee the use of state loan funds and compliance with obligations. The working group will facilitate efficient information flow between the company, the shareholder, and other stakeholders.
airBaltic is a key driver of the Latvian and Baltic economy – it directly employs about 3,000 people and indirectly creates thousands of jobs in related industries. With more than 130 direct routes and partnership opportunities to over 300 destinations, the airline provides critical connectivity, promoting investment, exports, and tourism, while strengthening Latvia's international competitiveness.
