Aleksei Yevgrafov Returns as Head of Centre Party Group in Narva City Council
Aleksei Yevgrafov has resumed the post of chair of the Centre Party faction in the city council of Narva, Estonia. Vladimir Aret, who led it on an interim basis, is now his deputy.

Aleksei Yevgrafov is once again leading the Centre Party faction in the city council of Narva, the Estonian border city. Local Centre Party members announced the change on Wednesday, 21 October. The faction is part of the governing coalition in the city, so a change at its helm affects how the council operates.
Yevgrafov has been elected chair, with Vladimir Aret and Igor Andreyev as his deputies. Aret had headed the faction on a temporary basis since June this year.
How the leadership changed
Following the October 2025 elections, Yevgrafov became head of the Centre Party faction in the Narva council. In June this year Aret replaced him because Yevgrafov suspended his council mandate for three months. He explained that the schedule of extraordinary council meetings clashed with his international commitments as a member of the Riigikogu, Estonia's parliament. Andreyev kept his post as deputy chair of the faction.
Yevgrafov's powers as a councillor were restored on 13 September. In an interview with Rus.ERR at the time, he indicated that he would return to the position of faction chair.
Balance of power in the council
Since the end of July, Narva has been run by the Centre Party faction, which has 11 members, together with the Plan B faction, which has five. They hold a minimal majority in the council: 16 seats against 15 held by the opposition.
The opposition consists of the Narva 2.0 faction, with 10 members, formed on the basis of Mihhail Stalnuhhin's electoral alliance, and the Respect faction, with five members, which includes supporters of Narva's former mayor Katri Raik.
