Allstate, one of the largest US insurance companies, has filed a lawsuit against technology firm Broadcom, alleging that it unlawfully initiated multiple software license audits after Allstate announced it was dropping VMware and CA products.

According to Allstate's complaint, on September 12, 2025, the company informed VMware's consultant that it had removed VMware from all devices and could no longer execute Broadcom's audit scripts, which depended on VMware components. In October, Allstate confirmed that all VMware instances had been terminated and removed from its environment.

Broadcom, which acquired VMware and CA Technologies, responded by launching four separate audits of Allstate's use of CA and VMware software. Allstate claims it substantially complied with the audit requirements and that Broadcom's allegations are unfounded.

Separately, Broadcom has filed a case against Allstate regarding CA Technologies, alleging copyright infringement and breach of contract when Allstate sold its Employer Voluntary Benefits business along with Symantec products to insurance company StanCorp Financial Group. CA alleges that Allstate sent a notice about the sale to the now-defunct Symantec, but not to CA.

In both cases, the parties have until May 17, 2027, to file motions seeking to resolve the cases without trial. The cases demonstrate Broadcom's litigious nature and willingness to battle disgruntled VMware customers. Allstate has not disclosed its reliance on VMware or its current virtualization technology, but the case adds to a growing list of large enterprises leaving VMware and challenging its owner's business practices in court.
