Survey: drivers know residential speed rules but admit breaking them

A survey conducted by the Latvian Automobile Association (LAMB) shows that lack of knowledge is not the issue when it comes to speed limits in residential areas — 95% of surveyed drivers correctly know the applicable speed limits. A large majority, 84%, also consider the current rules to be appropriate and see no need for changes.

Awareness doesn't translate into compliance

Despite high awareness and general agreement with existing regulations, the survey reveals a gap between knowledge and actual behavior. Three-quarters of respondents, or 75%, admitted that they themselves sometimes exceed speed limits in residential zones.

According to LAMB, this points to a problem that goes beyond a lack of information about proper driving conduct in residential areas. Instead, speeding appears to have become a normalized habit, which drivers justify to themselves by believing that driving conditions at the time feel safe enough.

The findings point to a broader pattern in which formal rule awareness diverges from real-world driving behavior, posing risks to pedestrians and other road users in residential neighborhoods, where children and pedestrians are frequently present.
