Poll: Zelenskyy’s Rating Steady, Zaluzhnyi’s Support Drops 9% Over Year
According to a Rating Group poll, Ukrainian President Volodymyr Zelenskyy maintains support at 32%, while former commander Valerii Zaluzhnyi’s rating fell from 25% to 16%. Intelligence chief Kyrylo Budanov rose to third place with 11%.

A new opinion poll shows that Ukrainian President Volodymyr Zelenskyy’s approval rating has remained nearly unchanged over the past year, while support for former Armed Forces Commander Valerii Zaluzhnyi has dropped significantly.
The survey, conducted by Rating Group on behalf of the Center for Insights in Survey Research of the International Republican Institute (IRI), took place from May 30 to June 3, 2026. Compared to July 2025, Zelenskyy’s support increased by just one percentage point, from 31% to 32%. In contrast, Zaluzhnyi’s rating fell by nine points, from 25% to 16%, widening the gap between them from six to 16 percentage points.
The biggest gainer was Chief of the Main Intelligence Directorate Kyrylo Budanov, whose rating rose from 5% to 11%, placing him third among potential presidential candidates.
Other candidates include former President Petro Poroshenko (6%), boxer Oleksandr Usyk (4%), former Speaker Dmytro Razumkov (4%), lawmaker Oleksii Honcharenko (2%), Andrii Biletsky (2%), Yuliia Tymoshenko (2%), Serhii Prytula (2%), and Yurii Boiko (1%). Ten percent of respondents were undecided, 4% said they would not vote, and 1% said they would spoil their ballot.
Among decided voters who intend to vote, Zelenskyy would receive 34%, Zaluzhnyi 16%, and Budanov 12%.
Zelenskyy leads in all regions: West (27%), Center (34%), South (36%), and East (29%). In the West, Zaluzhnyi is second with 21%, while in the East, Budanov (12%) edges out Zaluzhnyi (11%).
The poll was conducted via computer-assisted telephone interviews (CATI) with 2,404 respondents aged 18 and over across all regions except occupied territories and areas without Ukrainian mobile coverage. The margin of error is no more than 2%.
