"Pharmacy Tourism" From Beach Resorts: Why Bringing Some Medicines Across the Border Can Mean Criminal Charges
A growing number of Latvian travelers are bringing home cheaper medicines from resorts such as Turkey and Egypt, but transporting certain medications across the state border is illegal and can lead to criminal liability.
For many Latvians, holidays at seaside resorts in Turkey or Egypt have become more than just a break in the sun — they are also a chance to save money on medicine. So-called "pharmacy tourism," buying medications abroad at lower prices than in Latvia, is becoming increasingly common, as many travelers want to avoid paying tens of euros for prescription and over-the-counter drugs available at Latvian pharmacies.
However, this practice carries risks that many travelers do not consider. Not all medicines purchased abroad may be freely brought into Latvia. Transporting certain medications across the Latvian state border is treated as a criminal offense, meaning that an uninformed tourist who stocked up at a foreign pharmacy to save money could face serious legal trouble, including criminal liability, upon returning home.
The issue is becoming more relevant as cheap flights and "all inclusive" holiday packages make resort destinations accessible to a wider share of the population, while the price gap between medicines in Latvia and in popular tourist destinations encourages travelers to take advantage of lower prices abroad.
Experts advise travelers to familiarize themselves with the applicable rules before buying medicines abroad and bringing them back to Latvia, in order to avoid unexpected legal consequences. A lack of awareness about the restrictions can turn what seems like a harmless holiday purchase into a serious legal problem after returning home.
