US General: No Delays in PURL Deliveries to Ukraine

NATO's Supreme Allied Commander Europe, US General Alexus Grynkewich, said in Riga that everything included in PURL packages paid for by European allies has been delivered to Ukraine. He also said Washington has approved all requests to transfer weapons from third countries.

Alexus Grynkewich, the US general who serves as NATO's Supreme Allied Commander Europe, told journalists at Riga Castle on Tuesday that deliveries of American military equipment to Ukraine under the Prioritised Ukraine Requirements List (PURL) have not been delayed. The deliveries are paid for by European allies. The question matters because Ukraine, in its war with Russia, depends on foreign weapons supplies, including missiles for the Patriot air defence system.

PURL is a NATO-coordinated initiative under which allies and partners pay for weapons bought from the United States and sent to Ukraine.

What the general said

Asked about Patriot missile deliveries, possible delays in the PURL initiative and the transfer of PAC-2 and PAC-3 missiles from third countries, Grynkewich said everything included in the PURL aid packages funded by European allies had been delivered. According to him, one delivery took place during the past week. The general did not specify the number or types of missiles delivered, stressing that deliveries are continuing.

He also emphasised that the US government has approved every request submitted to it to transfer weapons to Ukraine from third countries. Work with several allies on further transfers is ongoing, and the contents of the next PURL aid packages are also being prepared.

Earlier reports

In October, several Western media outlets, citing sources, reported that the administration of US President Donald Trump had threatened to block the PURL programme, putting pressure on Kyiv to stop strikes on Russian oil refineries. In the same month, NATO Secretary General Mark Rutte said that under Trump the United States had largely halted weapons donations to Ukraine, although it continues to share intelligence with Kyiv.
