US: Manufacturing shortfall is behind delays in Patriot missile supplies to Ukraine
US Ambassador to NATO Matthew Whitaker said the main obstacle to delivering Patriot interceptor missiles to Ukraine is insufficient production capacity, not a lack of allied funding. He said the fix involves boosting output and joint manufacturing with Ukraine and NATO allies.
US Permanent Representative to NATO Matthew Whitaker explained in an interview with Radio Liberty why deliveries of Patriot interceptor missiles to Ukraine are being delayed. According to him, the core problem is not a shortage of allied funding but insufficient production capacity.
Whitaker said the United States and NATO allies are actively working through the PURL initiative, which also supplies Ukraine with Patriot PAC-3 interceptors. He acknowledged that demand exceeds supply, meaning both the US and its allies will need to dig deep to find a way for Ukraine to defend itself through the winter.
Production capacity shortfall
Asked about the main problem behind the delays, the ambassador indicated that allied contributions to the PURL program are sufficient. However, he pointed out that existing stockpiles are not adequate for the current global situation, noting that the overall security environment has become more dangerous.
According to Whitaker, the solution involves combining several measures at once: expanding production capacity in both the United States and Europe. He said he is also working on joint production opportunities together with Ukrainians and NATO allies, while also looking more broadly at integrated air and missile defense. He said some combination of all these approaches is needed.
Talks on additional Patriot missile deliveries from the US to Ukraine have been ongoing for a long time, and US President Donald Trump's position on the issue has shifted repeatedly. Earlier, US Secretary of State Marco Rubio said the United States is negotiating with Ukraine on licensing the production of Patriot system missiles. Meanwhile, EU member states have agreed to purchase American Patriot interceptor missiles for Ukraine worth a total of €3.2 billion as part of a broader €90 billion EU loan.
