The memorandum of understanding between the United States and Iran has done little to calm tensions, in part because the two countries disagree on what it actually means. The vague wording of the agreement has led to differing interpretations, further complicating diplomatic efforts. This fundamental disagreement over the document's purpose and scope has prevented any meaningful de-escalation.
