US envoy: Manufacturing shortfall, not funding, is holding back Patriot missiles for Ukraine
US Ambassador to NATO Matthew Whitaker said the main obstacle to supplying Ukraine with Patriot interceptor missiles is a lack of production capacity rather than insufficient allied funding.
US Permanent Representative to NATO Matthew Whitaker told Radio Free Europe/Radio Liberty that Washington and its NATO allies are actively searching for available Patriot interceptor missiles for Ukraine. He said the US and allies are working intensively through the PURL initiative, which also supplies Ukraine with PAC-3 interceptors, but demand currently exceeds supply.
Asked what the core problem behind the shortfall was, Whitaker made clear that allied contributions to PURL are sufficient. Instead, he pointed to a lack of adequate production capacity as the real bottleneck.
A multi-part solution
Existing stockpiles, he said, are not enough given the current global situation, which he described as having become more dangerous overall. According to Whitaker, the answer lies in combining several measures at once: expanding production capacity in both the United States and Europe, developing joint production capabilities with Ukraine and NATO allies, and taking a broader approach to integrated air and missile defense.
Negotiations over additional Patriot missile supplies to Ukraine from the US have been ongoing for some time, with President Donald Trump's position on the issue shifting repeatedly. Earlier, US Secretary of State Marco Rubio said Washington was negotiating with Ukraine on licensing the production of Patriot system missiles.
Meanwhile, European Union member states have agreed to purchase US-made Patriot interceptor missiles for Ukraine worth a total of €3.2 billion, financed through the EU's broader €90 billion loan program.
