ATD’s €3.15 Million Camera Procurement Fails – All Bidders Rejected

The Road Transport Directorate (ATD) concluded its procurement for passenger counting cameras worth €3.15 million without a winner, as all five candidates were disqualified or rejected. One company has filed a complaint.

The procurement launched by ATD earlier this year for passenger counting cameras, valued at €3.15 million, ended without a result. All bidders – SIA "Baltic Security Solution", SIA "Hansab", SIA "Latvijas mobilais telefons", SIA "Lucidus", and the association "TAA" (Trigona, Absolut Auto Mitau, Absolut Auto Riga) – were either excluded or rejected.

According to the final procurement report, "Baltic Security Solution" was excluded due to legal violations, and the company’s corrective measures did not sufficiently ensure prevention of future violations. The company has submitted a complaint to the Procurement Monitoring Bureau (IUB), with a review date yet to be set.

The procurement aimed to install cameras in 816 buses with two doors (type M3) and 195 buses with one door (type M2), as well as 73 train carriages. The cameras were intended to count passenger flows using artificial intelligence solutions. The supplier would also need to provide a reserve of at least 5% of the total number of cameras. The contract was planned for five years.
