ATD Demands Transport Operators Submit Action Plan for Bus Services
The Road Transport Directorate (ATD) has demanded three Pierīga region bus operators submit an action plan to prevent route cancellations. One company has already announced 38 trips will not be operated today.

On July 7, 2026, the Road Transport Directorate (ATD) required three bus operators in the Pierīga region—SIA "Latvijas sabiedriskais autobuss", AS "Nordeka", and AS "Liepājas autobusu parks"—to submit a detailed action plan to ensure the full execution of all scheduled routes. ATD Chairman Jānis Lapiņš stated that an online meeting with the companies will take place at 12:00 PM.
According to information on the ATD website, "Latvijas sabiedriskais autobuss" plans to cancel 38 trips today. Lapiņš cited driver sick leaves, vacation periods, and resignations as the main reasons, particularly affecting this operator. This has significantly impacted the entire Pierīga contract, which involves three partners. Lapiņš emphasized that if one partner fails to meet obligations, the others must find joint solutions.
ATD is considering terminating the contract if the situation does not improve. Lapiņš expressed hope that the problem is temporary but warned that a new partner may be sought in the long term. A penalty of 70 euros is imposed for each cancelled trip. Lapiņš acknowledged that some operators might find it cheaper to pay fines rather than hire new drivers, but ATD views this as a risk of losing the contract.
Transport Minister Rihards Kozlovskis (JV) has previously demanded an explanation from ATD regarding the cancellations, stressing that competitive conditions must not affect residents' mobility. In recent days, "Latvijas sabiedriskais autobuss" has cancelled dozens of trips on the Ādaži route.
In 2024, "Latvijas sabiedriskais autobuss" reported a turnover of €11.977 million and losses of €921,147. The company was registered in 1996, with the ultimate beneficiary being Adrian Brandavs and ownership held by Malta-registered "Bus Group".
