Augulis: Bank of Latvia's biodiversity guidelines may harm the economy

Agriculture Minister Uldis Augulis (ZZS) voiced confusion during a meeting with the leadership of the Bank of Latvia (LB) over guidelines the central bank has developed concerning biodiversity, which are aimed at commercial banks that lend to farmers.

The minister stated that these guidelines could potentially harm the development of Latvia's economy. Augulis's position suggests he views the environmental criteria set out by the bank as potentially creating additional obstacles for farmers seeking financing from commercial banks.

Context of the guidelines

As the country's central bank, the Bank of Latvia regularly issues various recommendations and guidelines for commercial banks, including on how credit institutions should assess environmental and biodiversity factors when issuing loans. Such guidelines are typically linked to a broader European Union and international trend of integrating sustainability and environmental risk assessment into financial sector decision-making.

The Ministry of Agriculture represents the interests of farmers, and its head used the meeting with LB representatives to raise the sector's concerns about how the new requirements could affect access to lending in the agricultural sector.

It is not yet known whether or how the Bank of Latvia will respond to the minister's criticism, or whether the guidelines will be reviewed or adjusted in light of the agriculture minister's stated position.
