NGO 'Tavi draugi' criticizes state for failing to leverage the non-profit sector

Ulvis Noviks, founder and head of the NGO “Tavi draugi”, has stated in an interview with LV portāls that the Latvian state fails to fully utilize the potential of non-governmental organizations (NGOs). He emphasizes that proper cooperation with NGOs could become a valuable resource for various state tasks.

The organization, which started as a youth initiative at Engure Secondary School, now provides support to both Ukraine and Latvian residents in crisis situations. Its activities include aid to the Ukrainian army and refugees, support for Latvian social institutions, reconstruction projects in the Chernihiv region, and strengthening civil defense.

Noviks notes that the NGO's funding comes from three sources: donations, public funding (about 40%), and social business, such as a charity shop and rental services. He argues that despite criticism of wasting public money, the NGO sector can respond quickly and efficiently to needs.

As an example, he cites the first year of the war, when “Tavi draugi” on its own initiative provided refugee reception at the Russian border, including mobile toilets, food, and a bus, while state support was limited to covering electricity costs.

Regarding Ukrainian integration in Latvia, Noviks calls for a unified inter-institutional approach, as many refugees will stay in the country, which could positively affect the demographic situation. He stresses that the organization's work is driven by volunteer enthusiasm and team spirit – “one is not a warrior”.
