Former Narva deputy mayor Marina Shurupova regains city council seat
Narva’s city electoral commission has restored the deputy mandate of former vice-mayor Marina Shurupova, with Viktor Shemarin losing his council seat.
On Tuesday, August 4, Narva’s city electoral commission restored the deputy mandate of former vice-mayor Marina Shurupova. She had been relieved of her post on August 1, when the new composition of the city government was approved.
On August 3, Shurupova submitted a request to the city secretary asking to regain her seat in the city council. The commission granted the request, meaning Viktor Shemarin lost his council seat.
Shurupova was elected to the council in the autumn 2025 municipal elections, running on Mikhail Stalnukhin’s People’s List. She received 139 votes, while Shemarin received 117. The list later formed the basis for the “Narva 2.0” faction.
After the elections, Shurupova was appointed deputy mayor on January 22, 2026, which required her to temporarily leave the council. She had also served in the previous city government, which was approved in January 2025.
The Narva city council has 31 members. The current coalition consists of the Centre faction with 11 seats and “Plan B Narva” with 5 seats. In opposition are “Narva 2.0” with 10 seats and the “Respekt” faction led by former mayor Katri Raik with 5 seats.
