Ukraine and partners to discuss security guarantees and "Prosperity Plan" in Brussels on 4–5 November
Ukrainian government teams will work with Western partners and international institutions in Brussels for two days on security guarantees and Ukraine's post-war recovery plan. The European Commission is hosting the meeting.

Representatives of the Ukrainian government will work with international partners in Brussels on 4 and 5 November on security guarantees for Ukraine and the so-called "Prosperity Plan", a framework for the country's post-war recovery and economic development. The announcement came from Rustem Umerov, head of Ukraine's Foreign Intelligence Service, in a Facebook post, as reported by the outlet European Pravda.
Who will take part
The meeting will be hosted by the European Commission, the executive arm of the European Union. On the Ukrainian side, teams from the ministries of economy, finance and defence will take part, along with the Office of the President. They will be joined by representatives of the United States, the European Commission, the United Kingdom, France, Germany, NATO and the World Bank.
Background
Umerov said the talks continue the negotiations held in Florida and Oslo, which aim to achieve peace in Ukraine. This time, working-level teams will go through the groundwork on post-war reconstruction, economic development and Ukraine's long-term resilience in detail.
On Thursday, 5 November, the teams plan to keep working on security guarantees for Ukraine together with colleagues from the US, the UK, France and Germany, as well as NATO representatives.
About the Prosperity Plan
The plan rests on five pillars: productivity, Ukraine's integration into the EU market, investment, donors and reforms.
European Pravda earlier reported that a meeting on security guarantees for Ukraine, announced by US presidential special envoy Steve Witkoff, would take place on Wednesday, 4 November, at the European Commission's headquarters in Brussels. It is scheduled ahead of talks in Abu Dhabi that will also involve Russia.
