Carnikava granted city status by law

Carnikava will officially become a city on August 22, when the law adopted by the Saeima comes into force. The law was considered urgently and directly establishes Carnikava's city status in legislation, circumventing the usual but complicated administrative procedure.

Saeima Speaker Daiga Mieriņa (ZZS), one of the initiators and former chair of Carnikava municipality, explained earlier in a committee meeting that the idea of city status for Carnikava has been around for more than a decade. She noted that Carnikava is the largest village in Latvia with over 5,000 permanent residents, meeting the legal criteria.

The annotation of the bill emphasizes that Carnikava already meets the characteristics of a city in terms of population, infrastructure, availability of services, and functional significance within Ādaži municipality. It has developed public infrastructure, access to education, sports, culture, health, and other services, as well as active economic and social life.

The current procedure for granting city status is disproportionately complex, time-consuming, and financially burdensome. It involves defining city boundaries by land parcel lines, boundary adjustments, land surveying, and other formal requirements. Additionally, demands unrelated to the essence of status determination are imposed, such as the transfer of state road sections to municipal ownership.

Lawmakers believe this solution avoids excessive administrative burden, legal uncertainty, and unjustified costs, while achieving the goal of giving Carnikava a status consistent with its actual development and importance.
