Daugavpils seeks to revive decade-old unfinished overpass project
The Daugavpils municipality has renewed efforts on a long-stalled road overpass project, with the second phase potentially costing up to 45 million euros. Funding has not yet been secured, but current costs will first be clarified.
The Daugavpils municipality has restarted work on a road overpass project that began more than a decade ago but remains unfinished. The first phase of the project cost 12.5 million euros and was completed in 2020, while the branch intended for the second phase still leads nowhere and has yet to be built.
Costs to be clarified first
Although the municipality currently has no funding available for the second phase, it has already announced a procurement process aimed at determining how much completing the project would cost under present conditions. Only after the current costs are known will the municipality start searching for financing to continue the work. The potential cost of the second phase could reach 45 million euros.
Circumstances have changed
More than ten years have passed since the project was first conceived, and conditions have shifted since then, including one of the original justifications for the overpass. Railway freight traffic, which was previously cited as one of the arguments in favor of the project, has significantly declined. This raises questions about the project's current justification, though the municipality currently intends to move forward with the plan, starting with clarifying the costs.
