The Daugavpils municipality has returned to a long-standing road overpass project whose second phase has never been completed. The first stage of the project, which cost €12.5 million, was finished back in 2020, but the planned continuation still does not lead anywhere.
Costs to be clarified first
Although the municipality currently has no funding available for building the second phase of the overpass, it has already launched a procurement process aimed at determining what the project would cost under current conditions. The estimated cost could reach €45 million. Only after the costs are clarified does the municipality plan to start searching for the necessary financing.
Circumstances have changed since the project was conceived
One of the arguments originally used to justify the project was the need to ease traffic linked to rail freight flows. However, in recent years the volume of freight transported by rail has dropped significantly, raising questions about how relevant the project's original justification remains under today's conditions.
