Drone Incidents Demand a New Approach to Infrastructure Design in Latvia

Recent drone incidents in Latvia are pushing for a shift in infrastructure design, emphasizing resilience, decentralization, and regulatory frameworks to ensure continuity during crises.

Recent drone incidents in Latvia have highlighted the need for infrastructure that can function under crisis conditions. Traditionally, design priorities have focused on energy efficiency, sustainability, and functionality, but resilience against threats is now becoming equally important.

Experts stress that this is not about building military installations, but about adopting a design approach that incorporates protection and operational continuity from the outset. Decentralization is key to preventing a single failure from disrupting entire systems. Backup nodes, alternative connections, and independent technological solutions are essential to mitigate the so-called “single-point-of-failure” effect.

The experience in Ukraine clearly shows that modern conflicts target not only military but also civilian infrastructure – power plants, water supply, transport, and manufacturing facilities. This forces Latvia to reconsider the protection of its critical infrastructure, planning for scenarios where parts of the system are damaged or temporarily out of service.

In practice, the private sector is already asking more questions about business continuity than the public sector, setting additional requirements for designers at the planning stage. In the public sector, this approach has not yet become common practice – security discussions often focus on shelters rather than the resilience of water supply or energy systems.

To drive change, a regulatory framework is needed. Without clear requirements and a definition of critical infrastructure, the implementation of decentralization principles and backup nodes will be slow. Initial investments in enhancing infrastructure resilience can be significant, but in the long term they reduce potential losses and ensure the continuity of essential services.

The recent drone incidents mark a turning point – functionality and cost efficiency alone are no longer sufficient. Infrastructure resilience is becoming an equal criterion, requiring new thinking from designers, clients, and the state alike.
