Europe's Most Active Investors in 2026: EIC Fund Leads, German Funds Strong

According to EU-Startups data, the European Innovation Council Fund is the most frequently mentioned investor in Europe in the first seven months of 2026, followed by Antler and High-Tech Gründerfonds. Germany accounted for 52% of funding activity in the last month.

The European startup investment landscape in 2026 features a mix of public-backed institutions, established VC firms, and global multi-stage investors. EU-Startups analyzed its funding coverage from January 1 to July 20, 2026, counting each distinct startup funding round in which an investor participated.

The most frequently named investor was the European Innovation Council (EIC) Fund with 16 mentions, investing in fusion energy, biotech, quantum computing, and space infrastructure. Second was Antler with 14 mentions, primarily at pre-seed and seed stages in startups like Tonada and Cloudgeni. Third was High-Tech Gründerfonds (HTGF) with 13 mentions, focusing on university spin-outs and early-stage companies in biotech, climate tech, and advanced manufacturing.

Among private venture capital firms, Balderton Capital and Index Ventures each had 12 mentions, followed by General Catalyst and Y Combinator with 11 each. Other notable investors in the top ten include British Business Bank (10 mentions), Seedcamp, Bpifrance, Speedinvest (9 each), Atomico, Bayern Kapital, CDP Venture Capital (8 each), Cherry Ventures, EIFO, Lightspeed Venture Partners, Tesi (7 each), and HV Capital and Plural (6 each).

In total, the 21 investors accounted for 190 investor-round appearances. The results highlight the role of public-backed capital (EIC Fund, HTGF, British Business Bank) as well as conventional multi-stage VC firms (Index Ventures, Balderton Capital, Y Combinator, General Catalyst). Germany’s strong presence is underscored by the fact that it represented 52% of funding activity in the last month tracked in the EU-Startups funding round-ups.
