European startups rush to hire AI builders but not AI governors

New research reveals European companies are hiring 6.7 AI builder roles for every governance role, raising concerns about risk management capacity.

According to compliance consultancy Axipro, European startups are rapidly increasing hires of artificial intelligence developers but are much slower to recruit specialists to govern those systems. Analyzing 3,519 LinkedIn job postings from eight EU countries, the study found 6.7 builder positions for every governance role.

The imbalance is most pronounced in Sweden (16:1), France (11.4:1), and Belgium (7.9:1). Ireland has the most balanced market, yet even there companies advertise 3.5 builder roles per governance position. Worryingly, 71.5% of governance job descriptions did not mention the EU AI Act, the bloc's primary regulatory framework.

Mid-market companies with 30–300 employees are particularly exposed, accounting for 34% of governance hiring. They are large enough to be regulated but too small to maintain standalone compliance teams.

Despite the gap, capital flows into European AI companies remain strong: Nscale raised €1.7 billion, Skello €200 million. Governance-focused startups are also emerging, such as NeuralTrust with €17.2 million.

"Job postings are the most honest signal a company sends. Strategy decks say what leadership would like to do. Hiring says what they're actually doing," said Ali Hayat, founder and CEO of Axipro.
