The European Commission, the executive arm of the European Union, will lead discussions in Brussels on 4 November about the next round of support for Ukraine, which has been under Russian attack for years. Representatives of the US, France, Germany and Britain will take part, along with the NATO military alliance and the World Bank. The aim is to find ways to help Kyiv through the winter and to support the US-led peace process ahead of upcoming negotiations in Abu Dhabi.

Meeting in Brussels

Steve Witkoff, special envoy of US President Donald Trump, said American negotiators would meet their European partners in Brussels. The source gives no further detail on the talks.

Attacks before the talks

The discussions come after another night of heavy attacks on Ukraine. Power stations in Kyiv and Zhytomyr were hit, as was a cargo vessel at sea near Odesa. Some residential areas of Kyiv experienced power outages during the strikes.

Alongside the US midterms

European attention remains largely on the United States, where midterm elections, the congressional vote held midway through a presidential term, are taking place. Some European politicians may choose not to comment publicly on the results, to avoid provoking Trump's displeasure.
