European Parliament: Ukraine Implements Only 15% of Kachka-Kos Plan, Urges Faster Reforms

The European Parliament adopted a resolution expressing concern over Ukraine's slow progress on the 10-point priority reform plan known as the "Kachka-Kos plan," which stands at only 15% implementation, and called on Kyiv to move from discussions to tangible results.

The European Parliament (EP) on Friday adopted a resolution noting that Ukraine has implemented approximately 15% of the 10-point priority reform plan, known as the "Kachka-Kos plan," as of mid-2026. The plan is supposed to be fully completed by the end of the year.

In its resolution, the EP referred to monitoring results from the Ukrainian expert coalition "Membership Check," led by the Centre "New Europe." The coalition includes eight leading analytical centers, namely "MEZHA," "European Pravda," ANTS, DEJURE, the Centre for Political and Legal Reforms, the Anti-Corruption Action Centre, and Transparency International Ukraine.

The European Parliament praised the adoption of the plan itself as an important step for strengthening the rule of law, continuing judicial reform, and enhancing anti-corruption mechanisms. However, MEPs stressed that the current 15% implementation is unsatisfactory given the importance of the reforms for Ukraine's further progress toward EU membership.

The EP called on Ukraine to "achieve concrete results as soon as possible," moving key reforms from the stage of discussions and expert working groups to practical implementation. Previous monitoring from December 2025 to June 2026 showed progress far below expectations, with most measures being preparatory rather than actual reform implementation.

EU Enlargement Commissioner Marta Kos has noted that the EU methodology does not include areas where Ukraine already delivers key results and advantages to the EU. The resolution was adopted as part of the European Commission's report on Ukraine's European integration reforms.
