New rules affecting certain building owners in Latvia took effect on Sunday, 1 November. Owners of public buildings and multi-storey apartment buildings in the second or third building group must now notify the Building Information System (BIS) when a building is not actually in use. They must also report when the building's use resumes. The State Building Control Bureau (BVKB) announced the new procedure.
Who is affected
The obligation covers two types of buildings: public buildings and multi-storey apartment buildings. In both cases the building must belong to the second or third group. Buildings that do not meet these conditions are not covered by this requirement.
What owners must do
The owner must submit the information through the Building Information System. A notification is needed in two situations:
- when the building is not actually in use;
- when the building's use resumes.
Owners must therefore record in BIS not only that a building is unused, but also the moment it is put back into use.
The source text gives no further details on how notifications are to be submitted. Owners are advised to follow the information provided by BVKB.
