Preserving the Energy Ministry – a Security Issue, not an Administrative Choice
Toms Nāburgs, head of the Latvian Wind Energy Association, warns that reducing institutional capacity in energy, such as transferring the functions of the Climate and Energy Ministry to other bodies, could jeopardize Latvia's energy independence and security.
Public discussions have increasingly called for reorganizing state administration, including the potential transfer of the Climate and Energy Ministry's functions to other institutions. However, Toms Nāburgs, head of the Latvian Wind Energy Association, emphasizes that energy is no longer just an economic sector – it has become a tool of geopolitical influence, and energy independence is a cornerstone of national security.
Latvia has not yet achieved energy self-sufficiency in electricity generation, importing 20–30% of its needs. At the same time, new generation capacities, transmission infrastructure, electricity storage technologies, and system resilience are being developed.
Nāburgs outlines three key arguments for maintaining a separate ministry. First, energy requires clear political responsibility; otherwise, it risks becoming just another agenda item. Second, separate institutional responsibility for energy is common in Europe – for example, Lithuania has an Energy Ministry, and Estonia concentrates climate and energy policy in a Climate Ministry with clear competencies. Third, energy requires specific expertise that takes years to build but can be lost quickly.
He notes that energy projects are planned over 20–30 years, and investors prefer countries with stable and clear policies. The question is not about one ministry more or less, but whether Latvia treats energy as an administrative function or a national security matter. The Climate and Energy Ministry's functions are even more relevant today than three years ago, Nāburgs argues.
