EU Calls on Russia to Accept Responsibility for MH17 Downing
The European Union has again called on Russia to acknowledge its responsibility for the downing of Malaysia Airlines flight MH17, citing recent rulings by the European Court of Human Rights and the International Civil Aviation Organization.

On the 12th anniversary of the crash of Malaysia Airlines flight MH17, the European Union reiterated its call for Russia to accept responsibility for the tragedy and cooperate in delivering justice. The statement was issued on Friday, July 17.
The EU welcomed the July 9, 2025 ruling of the European Court of Human Rights (ECHR) and the May 12, 2025 decision of the International Civil Aviation Organization (ICAO) Council, both of which found the Russian Federation responsible for shooting down the aircraft and the deaths of all 298 people on board. The ECHR also ruled that Russia is accountable for the additional suffering inflicted on the victims' relatives.
The ICAO Council, by an overwhelming majority, ruled on May 12 that Russia violated the Chicago Convention on International Civil Aviation. The case was brought by the Netherlands and Australia in 2022.
In November 2022, the District Court of The Hague convicted two Russians—former self-proclaimed "Donetsk People's Republic defense minister" Igor Girkin (Strelkov) and Major General Sergey Dubinsky—and Ukrainian citizen Leonid Kharchenko for their roles in the downing. They were sentenced in absentia to life imprisonment and ordered to pay a total of €16 million in compensation to the victims' families. Russia called the verdict politically motivated.
Flight MH17, a Boeing 777, was shot down on July 17, 2014, over Donbas, a region of Ukraine where fighting was ongoing between Ukrainian forces and pro-Russian separatists. The Joint Investigation Team (JIT) concluded that the plane was hit by a Buk surface-to-air missile system that originated from the 53rd Russian Air Defense Brigade based near Kursk and was returned to Russia shortly after the incident.
