Kaja Kallas, the European Union's High Representative for Foreign Affairs and Security Policy, has strongly condemned a Russian strike on the Ukrainian city of Kryvyi Rih that killed at least 16 people. She made the statement on social media platform X.

Kallas said the attack revealed the "absolute and utter depravity" of Moscow's war, describing it as terror by design intended to make Ukrainian cities unliveable.

How the attack unfolded

On 21 August, Russian forces struck a shopping centre in Kryvyi Rih with an attack drone, sparking a large fire. Later, while emergency services and rescue workers were already responding at the scene, Russian forces launched a second strike using a jet-powered drone.

Rescue and emergency operations at the site are still ongoing. Nine people, including two children, remain unaccounted for.

Sanctions and further support

Kallas recalled that she had already proposed what she described as the most far-reaching package of Russia sanctions since the start of the full-scale war, adding that pressure on Moscow must keep increasing until the war ends.

She noted that EU foreign and defence ministers, meeting in Dublin in less than two weeks, will discuss expanding support for Ukraine, including air and missile defence.
