EU plans to ban 'nudification apps' — new amendments to the AI Act

The European Parliament has approved amendments to the AI Act that ban systems that generate intimate images without consent, known as nudification apps.

The European Union is moving to ban apps that use artificial intelligence (AI) to create intimate images without a person's consent, following amendments to the AI Act approved by the European Parliament (EP).

What is banned?

The new rules prohibit AI systems that produce child sexual abuse material or non-consensual intimate images — so-called nudification apps. The ban covers realistic depictions of identifiable individuals' intimate body parts or explicit sexual acts without that person's consent.

Providers must implement technical safeguards to prevent the creation of such material. Systems lacking these measures cannot be placed on the EU market. Companies have until December 2 next year to comply.

Other changes

The amendments also clarify requirements for AI in machinery: products must meet only industry safety standards provided they ensure equivalent protection. The definition of "safety component" is sharpened so that products with AI functions that merely assist or optimize performance are not automatically subject to high-risk rules, unless their failure poses health or safety risks.

Another change allows processing personal data to detect and correct bias, with appropriate safeguards, for both high-risk and lower-risk AI systems.

When will it take effect?

The rules still need formal approval by the EU Council. Most provisions of the AI Act will start applying on August 2, 2026.
