France seeks to limit Ukraine's non-European arms purchases funded by EU loan
France is pushing to time-limit exceptions that let Ukraine buy defence equipment outside Europe using the EU's €90 billion loan, aiming to channel more funding to European manufacturers. The European Commission has already approved two such exceptions for Ukraine.
France is seeking to place time limits on exceptions that allow Ukraine to purchase defence equipment from outside the EU under the bloc's €90 billion support loan, according to Euronews, as reported by "European Pravda."
The exceptions currently let Kyiv buy certain components from China and the United States. France now wants most of the EU-backed funding to ultimately support European — and potentially French — defence production instead.
The Ukrainian government has so far submitted two requests for exceptions: one for Chinese-made drone components, and another for US-made interceptors for Patriot air defence systems. The European Commission approved both requests, acknowledging that Europe currently lacks sufficient production capacity and remains dependent on foreign manufacturers in key areas of modern warfare.
Conditions and oversight
To receive funding, Ukraine's government must provide detailed information on contracts, including exactly what equipment is being bought, from which supplier, and when. The Commission releases funds only after verifying these contracts. For Chinese suppliers, the Commission must also check that the companies are not subject to EU sanctions targeting Russia's military-industrial complex, since some Chinese drone manufacturers supply both sides of the war. The government of the country where the supplier is based must also commit to ensuring the contract is fulfilled.
The exceptions must be renewed each time Ukraine requests a new payment. If a European supplier emerges in the meantime able to match the volume, cost and production timelines of a foreign manufacturer, the Commission could refuse to renew the exception and instead require Kyiv to buy from the European supplier. The Commission will need to balance boosting European defence production with ensuring Ukraine gets the equipment it needs against Russia.
On 24 August, the European Commission approved €6.1 billion in defence procurement for Ukraine under the loan, and Ukraine is expected to receive a new tranche from the €90 billion facility as early as the start of September.
