French firm Cycloid to power European Commission's €180 million sovereign cloud framework

Cycloid, a French company specialising in Internal Developer Portals and platforms, will act as the developer-facing portal for the European Commission's new sovereign cloud framework. The arrangement will give up to 5,000 developers across the Commission unified access to cloud services from four European providers.

Announced on 17 April 2026, the framework runs for six years and is worth €180 million. It grants EU institutions, bodies and agencies access to cloud services from Post Telecom (with partners CleverCloud and OVHcloud), STACKIT, Scaleway, and Proximus (with partners S3NS — a Thales–Google Cloud joint venture — Clarence and Mistral).

Growth following Series A funding

The agreement marks a further step in Cycloid's expansion, following a €5 million Series A round in February 2025 led by Reflexion Capital with participation from five French angel investors, bringing the company's total funding to €8 million. At the time, Cycloid said the investment would support growth across Europe and expansion into North America.

Cycloid has also strengthened its European presence through partnerships, including a strategic agreement signed last year with DACH-based services provider cloudXcelerate.

Replacing an in-house portal

According to the company, the European Commission had operated an internally built portal for close to a decade before replacing it with Cycloid around a year ago. The platform now connects teams, tools, infrastructure and automation across the Commission's IT environment.

Cycloid's platform enables organisations to build self-service environments for developers while retaining governance, security and cost controls across multiple infrastructure providers. This multi-provider approach aligns with the Commission's sovereign cloud strategy, which aims to diversify suppliers and reduce dependence on any single cloud provider.

Cycloid and the European Commission have also signed a strategic agreement making Cycloid a pre-approved software supplier through the Commission's DIGIT software broker. This allows other EU public institutions to procure Cycloid's technology under negotiated rates and terms aligned with EU regulatory requirements.
