Hans Väre: Public outcry over Estonian roadside ads and farm registration may be misguided

In a commentary, journalist Hans Väre defends two recently criticized Estonian regulations — roadside ad approvals and mandatory notification for growers — arguing that they have logical safety and practical justifications.

Hans Väre, a journalist with Estonian public broadcaster ERR, writes that while many see the regulations as unnecessary bureaucracy, they serve important purposes. The Transport Administration requires approval for roadside advertisements, a rule that has been in place for 11 years. Critics call it overreach, but Väre points out that such ads can distract drivers, especially if placed around curves or with flashing lights. He cites a study showing that even road safety campaigns displaying death tolls increased accident risk by 4.5% in the following 10 kilometers.

The second regulation, requiring farmers cultivating more than half a hectare for sale to notify the Agriculture and Food Board, has also drawn fire. Many assumed it applies even to personal gardens or small sales, but Väre clarifies it only covers systematic commercial activity. He notes that 0.5 hectares can yield over 10 tonnes of potatoes — far from a backyard patch. The threshold may be debatable, but the public anger, he argues, often ignores the underlying logic.

Väre criticizes the lack of clear explanation from regulators before the outcry, and the tendency of the public to assume rules are arbitrary. He compares this to Donald Trump's reaction to a red card in football — Trump called the rule unfair without understanding its necessity for preventing chaos and injuries. Väre concludes that many rules have reasonable justifications, even if they are not immediately obvious.
