Kherson region declares threat of emergency situation
Russia's constant attacks on energy infrastructure in Kherson Oblast have been officially classified as threatening an emergency, while the state of the heating supply has been deemed a risk of technogenic emergency.

Oleksandr Prokudin, head of the Kherson Oblast Military Administration, reported that after a meeting of the regional commission on technogenic and environmental safety and emergency situations, Russia's ongoing attacks on energy infrastructure have been officially designated as posing a threat of an emergency situation.
In a separate decision, the commission ruled that the condition of Kherson's heating system constitutes a threat of a technogenic emergency. Prokudin explained that this concerns the implementation of a project to decentralize the city's heating system. If it is not completed on time, more than 500 apartment buildings could be left without heating this winter due to Russian attacks on the centralized system.
For these reasons, the Kherson Oblast Military Administration is preparing to request funding from the state budget's reserve fund. The funds are intended for the heating decentralization project and to complete protective work at energy facilities.
The meeting also approved a plan for supplying power to critical infrastructure and residents in the event of prolonged blackouts. Additionally, the list of chemically hazardous facilities in the region was updated.
Russian forces have been regularly targeting the Kherson Combined Heat and Power Plant. Though the plant has been out of operation since December 4, 2023, strikes have continued almost daily. Prokudin noted that the enemy is following a clear plan, with systematic attacks aimed at making equipment repairs physically impossible.
A shelling attack on December 28, 2025, caused significant damage to the plant, leaving between 10,000 and 12,000 people without heating.
