Estonia to Centralize Basic State IT Services Under RIA

The Estonian government has approved a reorganization that will bring centralized state IT services under the management of the State Information System Department (RIA), aiming to improve cybersecurity and achieve financial savings. Over the next few years, RIA will take over the IT Center (RIT) and the State Communications Fund (RIKS).

Estonia's Minister of Justice and Digital Technologies, Liisa Pakosta, has announced the centralization of basic state IT services under a single management. According to the government-approved plan, these services will be transferred to the State Information System Department (RIA). Initially, the State IT Center (RIT) will be incorporated into RIA, followed by the State Communications Fund (RIKS) within three years.

The minister stated that the changes are necessary to enhance state protection against cyber threats and to use taxpayer money more efficiently. The reorganization involves a gradual transition, with the goal of consolidating basic services such as communications, infrastructure, computer workstation services, platform services, and license administration, along with related support functions, under RIA by the end of 2029.

The first step is the merger of RIT and RIA by January 1, 2027. After that, the gradual consolidation of basic IT services from various administrative areas will begin, lasting until the end of 2029. RIKS will be integrated into RIA no later than July 1, 2029.

Pakosta emphasized that RIA will also be responsible for implementing artificial intelligence in IT services, creating a comprehensive approach to its systematic use in the public sector. RIA's role as a developer and controller of the national IT architecture will be strengthened.

Regarding staff, the minister confirmed that no mass layoffs are planned. However, over three years, the number of employees related to basic IT services will decrease by approximately 50 people. Savings will largely come from other ongoing expenses, not just personnel costs.

The next discussion of this issue in the cabinet is scheduled for July 9.
