Estonia expels Russian citizen after threats against Ukrainians

Estonia expelled a Russian citizen in September after more than 250 problematic incidents involving him were recorded during his years living in the country. The deciding factor was a call to an emergency hotline in which he threatened and expressed hatred toward Ukrainians.

Estonia's Police and Border Guard Board (PPA), Northern Prefecture, announced on Wednesday that it has revoked the residence permit of a Russian citizen and banned him from entering the country for ten years.

According to the PPA, the man repeatedly violated public order during his years of residence in Estonia, used violence, committed property offenses, and regularly came into conflict with the law. In total, more than 250 problematic incidents involving him were recorded.

The decisive call

The decision to revoke his residence permit and expel him was not based on a single incident. Police said an important factor was a call to the Emergency Response Centre, during which the man threatened Ukrainians and openly expressed hatred toward them.

After assessing the circumstances, authorities revoked his residence permit, expelled him from Estonia, and imposed a ten-year entry ban.

The PPA emphasized that a residence permit grants a foreigner the right to live in Estonia but also carries an obligation to comply with the law and public order. Such a permit can be revoked before its expiry if a person poses a threat to public order or state security, or repeatedly commits offenses. Decisions of this kind take into account the circumstances of each individual case, including the person's behavior, history, and potential risks.

As previously reported, in 2025 Estonia's Internal Security Service (ISS/KAPO) detained a record number of people who had cooperated with Russian special services. In March, Estonia's Police and Border Guard Board, acting on a proposal from the Security Police (KaPo), expelled Russian citizen Kirill Kudryavtsev, who had maintained contacts with Russian special services.
