Estonia eases subsidy conditions for large industrial investments
The Ministry of Economic Affairs and Communications has widened access to subsidies for large industrial projects, cutting the minimum investment threshold to €70 million and the job creation requirement to 20.

Estonia's Ministry of Economic Affairs and Communications has updated the criteria for large industrial investment projects seeking state subsidies. The changes broaden the pool of potential beneficiaries and reduce some eligibility requirements.
The minimum investment required to qualify for the subsidy will drop from €100 million to €70 million. The required number of new jobs that must be created as a result of the investment has also been lowered, from 30 to 20. The subsidy share in project costs remains unchanged: up to 10% in Harju County and up to 15% in the other counties. The maximum subsidy per project is still €20 million.
The ministry highlighted the inclusion of food industry companies in the list of eligible recipients, as this sector is considered strategically important to the state. Priority also goes to projects involving carbon-neutral production technologies, decarbonisation of energy-intensive industry and the transformation of production processes. Support will additionally cover the extraction, processing, refining, recycling or replacement of critical and strategic raw materials, as well as strategic digital technologies, advanced technologies and biotechnologies.
