Guardianship duties overload staff
Under Estonian law, the municipality is obligated to provide guardianship for individuals claiming minor status. As a result, roughly a third of Rae's child protection specialists are now occupied exclusively with matters related to these migrants, leaving fewer resources available for other residents and families who may need child protection services.
Call for state assistance
