Estonia puts state postal company Eesti Post up for sale for €52 million
Estonia's government has launched a public auction to sell all shares of state-owned Eesti Post, with a starting price of €52 million and bids due by 27 November.

Estonia's Ministry of Regional Affairs and Agriculture announced on Friday a public written auction for the sale of all shares in state-owned company Eesti Post. Bids must be submitted by 27 November, with the full 100 percent stake carrying a starting price of €52 million.
Eesti Post, operating under the Omniva brand, is currently wholly owned by the Estonian state. The company serves customers across all three Baltic states and runs an international logistics network covering more than ten countries. Its sales revenue reached €155 million in 2025.
The sale follows a government decision from 6 April, which approved a proposal by Minister of Regional Affairs and Agriculture Hendrik Johannes Terras to dispose of the company's shares through a public auction.
Reduced state role
According to Terras, selling the company reduces the state's business and investment risk and creates better conditions for attracting investment, improving service quality and boosting competitiveness. He said the state's role in postal services should primarily be regulatory rather than that of an owner, and stressed that letter delivery and home delivery of periodicals will remain guaranteed after any change of ownership, since these obligations stem from the Postal Act.
In recent years, Eesti Post's business has increasingly shifted away from traditional state postal service toward international logistics — in 2025, the universal postal service accounted for just five percent of the company's sales revenue. Under the Omniva brand, the company has grown into a logistics operator competing in the open market across the Baltic states.
The state will continue to act as regulator and supervisor of the postal sector. Quality and accessibility requirements for the universal postal service are laid out in the Postal Act, with compliance monitored by the Competition Authority. Specific conditions require letters and periodicals to be delivered to homes five days a week, and each county must have at least one post office. The auction is being run by advisers OÜ Superia, Redgate Capital AS and Ellex Raidla Advokaadibüroo OÜ.
