Just Transition Fund Already Reshaping Industry in Estonia's Ida-Virumaa
ERR's Narva correspondent Sergei Stepanov notes that the Just Transition Fund has already visibly reshaped the industrial landscape of Ida-Virumaa, while questioning how much these changes actually reach local residents.
Estonia's industrial region of Ida-Virumaa is undergoing noticeable change, driven in large part by the European Union's Just Transition Fund. According to ERR's Narva correspondent Sergei Stepanov, fund-backed projects have already left a visible mark on the region's industrial landscape.
New factories are opening across the region, and companies are investing in robots and modern manufacturing equipment. At presentations outlining future plans, the picture painted looks convincing: magnet production, automation and green technologies are described as the basis for a new, more sustainable stage of development for the region.
However, Stepanov points out that behind these impressive presentations lies an unanswered question — to what extent these changes will actually affect the people who live and work in the region. Ida-Virumaa has historically depended on fossil-fuel-based industry, and the shift toward newer, more technologically advanced sectors may affect the local workforce differently than it appears in presentations aimed at investors and decision-makers.
The Just Transition Fund is an EU instrument designed to help regions whose economies have historically relied on fossil fuels adapt to climate-neutrality goals while easing the social and economic burden of that transition. Ida-Virumaa, where oil shale mining and processing have long played a central role, is one of the regions receiving support from the fund.
