Estonia's Supreme Court rejects appeal over eastern border bunker tender
Estonia's Supreme Court on Monday declined to hear Nordic Shield Group AB's cassation appeal against the tender for concrete bunkers. The decision allows procurement for the bunkers planned along Estonia's eastern border to continue.

Estonia's Supreme Court on Monday decided not to hear a cassation appeal from the company Nordic Shield Group AB, which had sought to challenge a tender for concrete bunkers to be placed along the country's eastern border. The tender is run by the Estonian Center for Defense Investments (RKIK), the state body responsible for defense procurement.
The ruling means the procurement process can go ahead, Armin Siilivask, the RKIK's project manager for the Baltic Defense Line, told ERR.
What happens next
Siilivask said that, following the court's decision, the aim is to continue the procurement on the planned schedule. If possible, a contract would be signed as early as March next year. To get there, the necessary steps must be completed: bidding rounds, negotiations, checks and evaluations, and, if all goes smoothly, signing a contract with a suitable bidder.
The dispute
Nordic Shield Group's appeal concerned the tender's production quality standard and the required ISO certificate. The RKIK said the certificate the company submitted did not meet the requirements set out in the tender conditions.
The project's goal
Estonia intends to install 600 concrete bunkers along its eastern border by the end of 2027 as part of the Baltic Defense Line. The RKIK announced the tender for the bunkers in 2025.
