Estonian university rectors seek change to conscription start dates
The Estonian Rectors' Council is asking authorities to shift the timing of compulsory and alternative service call-ups, warning that the extension of service to 12 months will make it harder for students to continue their studies. The proposal was sent to the Defence Ministry, the Education Ministry and the Defence Resources Agency.
Estonia's Rectors' Council has submitted a proposal to the Ministry of Defence, the Ministry of Education and Research, and the Defence Resources Agency, calling for a change to when compulsory and alternative service begins. The rectors argue the current schedule will create serious difficulties for students returning to university after service.
Starting January 1, 2027, both compulsory and alternative service in Estonia will last 12 months. In 2027, conscription call-ups are planned for the eighth and 34th weeks of the year — starting February 22 and August 23, respectively.
Why the timing is a problem
According to the rectors, a February call-up means that when a student returns a year later, they will have already missed the start of the spring semester, which typically begins in early February, along with course registration deadlines and the first weeks of classes. The August call-up poses a similar issue, since universities are already preparing for the new academic year by late August, including orientation events for first-year students.
The rectors' proposal
The Rectors' Council proposes that, from 2028, the winter call-up be moved to the last week of January and the summer call-up to the first week of August. This would allow those called up in winter to finish the autumn semester before service and begin the spring semester immediately upon return. An earlier summer call-up date would also give incoming students time to prepare, including finding housing in their university city.
The rectors are calling on government agencies to work together on a lasting solution that would let young people fulfil their mandatory service while continuing higher education as smoothly as possible after returning from the army.
Changes planned for 2027
From 2027, all conscripts in Estonia will serve a unified 12-month term, and call-ups will happen twice a year — in weeks 8 and 34 — instead of three times as before. The Ministry of Defence has linked the changes to the modernization of the armed forces. Under the unified service model, conscripts will undergo six months of intensive general and specialized training, followed by six months of combat duty with ongoing skills development. Until now, most Estonian conscripts served 11 months, with a smaller share serving eight months.
Estonia's Rectors' Council was founded on November 1, 2000, and unites six universities, including the University of Tartu and Tallinn University of Technology.
