Estonian culture minister: state budget talks difficult, sector under pressure
Estonia's Culture Minister Heidi Purga says budget negotiations are ongoing and the culture sector faces a tense situation, with details on funding for children and youth priorities promised next week.
Estonian Culture Minister Heidi Purga (Reform Party) told public broadcaster ERR that negotiations over next year's state budget are still underway and that the situation in the culture sector is difficult. She said agreement has not yet been reached on all issues, and the government as a whole faces numerous challenges, including the goal of cutting the budget deficit to 4%.
Purga said one of her priorities in the talks is children and youth — both within the culture sector and for the Estonian state more broadly. She promised to reveal exactly what this priority entails next Thursday, once, she hopes, a final budget agreement has been reached.
Uncertainty over wages
Asked whether the minimum wage for culture workers might rise, Purga gave an evasive answer, noting that many topics are under discussion in the sector and that the full picture of agreements reached will only become clear next week. She similarly declined to specify how much funding the ministry might receive, saying it was best to wait for Finance Minister Jürgen Ligi's comments on the overall state budget situation.
The minister also confirmed that disputes arose among ministers during Thursday's government meeting on the budget, as each defended the priorities and needs of their own area. She described this as a natural part of the negotiation process.
EU funds for culture
On Wednesday it emerged that the government's proposed distribution of funds includes 92.2 million euros from European Union funds for the culture, sport and integration sector. Purga clarified that this figure is currently only a proposal — the money has not yet been received. The government has agreed on the priorities and amounts with which Estonia will apply to the EU, and officials will now present these proposals in Europe, with confirmation expected by the end of the year.
