Estonian National Opera Announces Tender for Annex Spatial Concept

The Estonian National Opera “Estonia” has launched a tender for the spatial program and volume planning parameters of its future annex. Three scenarios will be evaluated to improve the hall’s acoustics and technical capabilities.

Estonian National Opera “Estonia” has announced a public procurement procedure to develop a spatial program and analysis of volume-planning parameters for a future annex. The decision to expand the opera house was made in 2021 when the Riigikogu approved a list of state cultural objects. In 2024, the Riigikogu urged the government to find a solution for the construction of the annex.

The tender committee includes representatives from the Ministry of Culture, the City of Tallinn, the Union of Architects of Estonia, the Heritage Protection Department, and the National Opera itself. On June 19, 2026, the committee approved the tender documentation. The goal is to find a partner that can develop solutions meeting the expectations of the opera, the Ministry, the Heritage Department, and Tallinn.

Three possible scenarios will be examined: an annex with a new hall and stage from the side of Uus Turg Square; reconstruction of the existing hall and expansion of the stage while observing heritage protection conditions; and a new hall and stage on Theatre Square as a separate building connected to the current one via an underground passage.

For each option, a spatial program, volume analysis, and architectural proposal with visualizations will be prepared, along with an assessment of its impact on the urban environment. A comparative analysis of the strengths and weaknesses of all three scenarios will also be conducted, covering acoustics, functionality, UNESCO World Heritage preservation, heritage protection, urban space, and operational activity.

According to General Director Ott Maaten, the current hall lacks about one-third of standard acoustic and technical capabilities, which hinders development. He confirmed that preparatory work for an international architectural competition is complete, and special heritage protection conditions for Uus Turg Square have been submitted for approval.

The deadline for tender submissions is two and a half months.
