ISW: Ratcliffe's surprise Moscow visit points to urgent intelligence, not distant-future warning
US think tank ISW has analyzed CIA Director John Ratcliffe's unexpected trip to Moscow, concluding it signals urgent and sensitive intelligence rather than a warning about a distant threat. Analysts still consider a full-scale conventional Russian attack on a NATO member unlikely at present.
The US-based Institute for the Study of War (ISW) published a detailed assessment on Friday of CIA Director John Ratcliffe's unannounced trip to Moscow, an event that has drawn significant attention in recent days.
The story broke on August 25, when observers noticed a US Air Force aircraft flying from Riga to Moscow and returning roughly four hours later. It later emerged that the CIA director was aboard — his first visit to Russia since 2021, a trip that took place shortly before Russia's full-scale invasion of Ukraine.
A possible warning to the Kremlin
According to Politico and The Wall Street Journal, the main purpose of the visit was to warn Russia against taking escalatory action against NATO countries, particularly Latvia, Lithuania and Estonia.
ISW's assessment
In its latest report on Russia's war, ISW states that Ratcliffe's visit could indicate Russia is preparing, on a relatively short timeline, for an act of aggression against a NATO member state aimed at undermining confidence in the alliance's Article 5. At the same time, analysts stress that a full-scale conventional attack on a NATO member currently appears unlikely.
Experts also cite Politico's reporting on Ratcliffe's warning to Russia not to act against the Baltic states. ISW concludes that Ratcliffe's arrival aboard a C-17 military transport aircraft and the use of a US motorcade suggest that Washington regarded the intelligence it held as urgent and sensitive enough to warrant the trip, rather than simply a warning about a threat far in the future.
