How Ukraine gradually reduces real financial support for military personnel
Despite public slogans of support, Ukraine has cut additional payments for soldiers from 30,000 UAH to potentially 10,000 UAH, while inflation and alimony further erode their real income.

From "We believe in victory" to real cuts
In 2014, after the annexation of Crimea and the start of hostilities in Donbas, many Ukrainian soldiers received an SMS from PrivatBank: "Your credit limit is 0.00 UAH. WE BELIEVE IN VICTORY!" This perfectly illustrated the system's lack of faith in troops. After the full-scale invasion, the slogan "We believe in the Armed Forces" is everywhere, but actual government policy tells a different story.
Three stages of reduction: 30,000 → 19,700 → 10,000
At the start of the big war, the state set an additional reward of 30,000 UAH monthly for all servicemen and up to 100,000 for those directly in combat. Later, payments were tied to specific duty days: 10 shifts at a command post bring 19,700 UAH. The potential 2026 reform may leave paid combat duties only for mobile fire groups, while others get a 10,000 UAH "rear" supplement. Deputy Defense Minister Mstislav Banik called "a little over 20 thousand" a complete disaster, and the increase to 30 thousand was explained by available resources.
Three soldier profiles and real income decline
The article examines three typical profiles:
- Officer 45+, 29 years of service, supply department: income dropped from 47,500 UAH (2022 model) to 37,200 (2023) to a potential 22,500 (2026) after 50% alimony.
- Sergeant communicator, 10 years: 42,500 → 32,200 → 17,500 UAH.
- Mobilized senior soldier, logistics clerk: 41,000 → 30,700 → 16,000 UAH.
Inflation worsens the situation
Since 2022, prices in Ukraine have risen by about 70%. The 30,000 UAH in 2022 would need to be about 51,000 today to maintain purchasing power. The new rear supplement of 10,000 means a real loss of about 41,000 UAH in additional payment value.
Alimony as a mass phenomenon
In 2025, there were over 165,000 marriages and about 124,000 divorces in Ukraine. Over 33,000 applications for alimony and over 208,000 proceedings for arrears. Many soldiers aged 35+ pay alimony, further reducing their disposable income.
The rear is not a parasite but a condition for the front
The tooth-to-tail ratio concept shows modern armies cannot function without logistics, communications, command, and supply. For example, in Vietnam, combat units made up only 35% of US forces. Thus, support roles should not be devalued.
Housing: additional uncertainty
Formal housing rights remain, but queues depend on available stock. Service housing is temporary; 2026 rental compensation is symbolic: Kyiv 4,560 UAH, regional centers 3,420, other settlements 2,280. For families of three or more, amounts increase 1.5 times.
Comparison with state administration salaries
In January 2026, average salary in central government bodies was 53,300 UAH; in regional offices of central bodies – 31,500; in oblast state administrations – 24,100; in raion administrations – 20,100. This highlights the disparity in societal respect.
