EU High Representative Kaja Kallas said before the EU leaders' summit that she hopes member states will move quickly to approve the 21st sanctions package against Russia. She noted that Ukraine will be the top topic of discussion.

Kallas stated that the 21st sanctions package is already "on the table" and she hopes for rapid approval, as it works in parallel with Ukraine's long-range strikes. "Pressure on Russia must increase," she said.

In early June, European Commission President Ursula von der Leyen presented the 21st sanctions package. It includes a proposed ban on entry to the EU for former Russian combatants who fought against Ukraine. However, Bulgaria did not support the package due to Patriarch Kirill.

Unofficially, it is reported that leaders are likely to agree to extend sectoral sanctions against Russia for one year instead of the standard six months, as no capital is now blocking such a move.
