Kaja Kallas, the European Union's High Representative for Foreign Affairs and Security Policy, condemned a Russian attack on the railway station in the Ukrainian city of Dnipro. She expressed condolences to Ukraine and urged efforts to ensure that those responsible are held accountable. She made the statement on the social network X, as reported by the outlet European Pravda.

Kallas wrote that Russia's deadly attack on the Dnipro station was another brutal assault on Ukrainian civilians. In her words, it clearly shows that Moscow is not interested in peace.

Plans for upcoming meetings

The head of EU diplomacy said she would use meetings at the EU-Canada summit and the G20 foreign ministers' session to call for stronger support for Ukraine. She also intends to promote accountability for those responsible, including through the Special Tribunal and the Claims Commission.

Background

On 15 May, the Committee of Ministers of the Council of Europe approved a key decision in the process of launching the Special Tribunal for the crime of Russian aggression against Ukraine. The Office of the President of Ukraine has said it expects the tribunal to begin work as early as next year.

The Claims Commission is the second element of the compensation mechanism for damage caused to Ukraine by Russia's war of aggression. The body will consider and decide on applications submitted by victims within the Register of Damage. The relevant convention was opened for signature on 16 December 2025 at a high-level diplomatic conference in The Hague. It was signed then by 35 states and the European Union, which the source describes as a record number.
