Kyivpastrans: Glass Bus Stops Near Shelled Lukianivska Metro Built With Investor Funds, Not City Budget

Kyiv's municipal enterprise Kyivpastrans has responded to a request from Radio Svoboda regarding glass public transport stop pavilions installed near the Lukianivska metro station, a district that has repeatedly suffered from Russian strikes on Kyiv.

According to the company, stop pavilions on Hlybochytska Street were built in March 2025 during major repairs of tram tracks, and have not been damaged in any Russian attacks since. This year, Kyivpastrans has not purchased or installed any new glass stops.

The stops directly next to Lukianivska metro, however, were installed as part of an investment project under a July 14, 2016 order of the Kyiv City State Administration on holding investment competitions to attract investors for improving and equipping public transport stops in the city. The company emphasized that no city budget or Kyivpastrans funds were used to install these stop complexes.

Material durability

The company stated that the side and rear panels of the glass stops are made of tempered glass, stronger than ordinary glass. In case of damage, it is designed to shatter into small, non-injurious fragments, similar to automotive glass, rather than sharp shards. The pavilion roof is made of triplex-type glass, which remains held together by a protective film if broken. The transparent design also gives passengers better visibility of the stop and surrounding area.

Plans for mobile shelters

Kyivpastrans also announced plans to purchase and install 14 primary (mobile) shelters. Some will be placed at the company's branches and separate divisions, while others will go at surface public transport stops where deemed a priority need. Per technical requirements, such a shelter is meant to provide short-term protection by reducing the impact of indirect damage factors, with a main area of at least 30 square meters — 0.6 square meters per person — accommodating up to 50 people.

Earlier, media and residents drew attention to the glass stop pavilions on Hlybochytska Street in the district near Lukianivska metro, which has repeatedly suffered Russian strikes on Kyiv. The Kyiv City State Administration noted that the stops are not new and are not meant to serve as shelters during air raid alerts.
