Estonian Ministry of Climate Leads in Lobbyist Contacts
In the second quarter of 2026, the Estonian Ministry of Climate held the most meetings with lobbyists—62 out of 272 government meetings. Contacts decreased by 35% compared to the first quarter.
According to data from the Estonian Ministry of Justice and Digital Affairs, 272 meetings between lobbyists and government representatives took place in the second quarter of 2026. The Ministry of Climate accounted for 62 of these meetings, or roughly one quarter, topping the list.
The Ministry of Economic Affairs and the Ministry of Social Affairs tied for second place, each with 24 meetings. Compared to the first quarter, when 416 meetings were recorded, activity in April–June dropped by 35%. The statistics are based on reports from 22 institutions.
Estonia has been publishing data on government-lobbyist contacts since 2021 as part of transparency efforts. The figures highlight the Ministry of Climate's prominent role in engaging with lobbyists.
